Right-of-Way Permit
A permit is required for any work performed in or occupying the public right-of-way (ROW) such as, but not limited to, utility construction, maintenance, and repair, pavement cuts, curb cuts, driveway approaches, sidewalk construction and repair, aerial work, lane closures, and parklets.
The public right-of-way includes roadways, road shoulders, sidewalks, curbs, and ramps. If work involves cutting, trenching, boring, or disturbing pavement, a pavement disturbance fee is assessed to the Right-of-Way Permit.
If you plan on doing work within the Right-of-Way, you must submit a Right-of-Way Permit Application prior to construction.
Please submit your application and supporting documentation to Engineering@sthelensoregon.gov.
