Traffic Plan for Spirit of Halloweentown

TRAFFIC PLAN FOR SPIRIT OF HALLOWEENTOWN EVENT
The City of St. Helens has created a traffic plan which includes traffic pattern changes in anticipation of the large crowds expected to visit St. Helens on October 8 to see actress Kimberly J. Brown at Spirit of Halloweentown events.
Visitors to the event are being advised to travel down Gable Road or Old Portland Road to Plymouth Street and into the former Boise Veneer lot. The lot will be used as parking for Spirit of Halloweentown events. Parking is $10 and is cash only. The Plymouth Street gate will be the only access point for vehicles onto the lot. Limited handicap parking spaces will be available. There will be in and out privileges.
South 1st Street will be closed all day on October 8 from the intersection of St. Helens Street to Cowlitz Street. Local access to Cowlitz Street will be available via South 4th Street to Tualatin Street.
At 8:30 p.m., traffic control lights at the intersections of South 18th Street and Old Portland Road and Highway 30 and Gable Road will be turned off and manually signaled to assist with traffic flow as visitors leave the riverfront. Vehicles will be directed out of the Boise Veneer lot and along Plymouth Street and South 10th Street to Old Portland Road. St. Helens Police Department will be manually signaling traffic at this intersection. From there, vehicles will drive along Old Portland Road to the intersection of South 18th Street where the intersection will again be manually signaled. Oregon Department of Transportation (ODOT) will manage the manual signaling of vehicles onto Highway 30 at the Gable Road intersection.
If possible, local traffic should avoid these routes on October 8. Motorists who choose to turn left onto Highway 30 from Bennett Road are advised that heavy traffic is anticipated to be traveling toward Portland. Left hand turns may be dangerous.
